i want to be a good fighter [ but with my mind ] - like tai chi and i want to master my chi , meditate and become a calmer person
to be perfectly honest i was inspired by the film dragonball evolution but i still want to be like that and nothing wrong with dreaming right ?
so how do i get started ? please help

At that age, I would not recommend Tai Chi, as it does not develop muscular strength to an extent.
My Teacher - who is Chinese, told me that in China they start the youth with arts that make them stretch and use their muscles and develop their sinews.
Any true teacher would do this.
Don't be in a hurry and start at the bottom. Develop a solid foundation and when you're ready, your Tai Chi Kung Fu will be very strong.
Find a good Teacher.|||With Tai Chi you can just go and get started. Once you get the movements down then you can really start trying to figure out what your instructor actually knows or of what he/she is capable. There are so many Tai Chi for health places you can start at one and then figure out where the best place is over time as you train.
If you want to learn about Chi Kung then talk to a traditional chinese doctor and accupunturist. If they don't know Tai Chi, they will know some one who practices according to the Chi Kung theory.
ADDED:: After reading Sensei Scandal's answer, I must agree that my Sifu who was a traditional chinese doctor did teach both a shaolin style kung fu and tai chi. He recommended all of us who studied the kung fu to take tai chi afterwards to loosen and soften back up.|||Just check Google for a list of schools in ur area. Research the schools, their instructors, and their lineages.
A MA is only as effective as the individual martial artist who uses it and the quality of training he or she recieves.|||I would have to agree with both ISDS and Sensei Scandal's answers.|||Dragonball evolution was a complete disgrace to any and all martial arts as well as Mr. Akira Toriyama's greatly successfull series Dragon Ball Z. If you were inspired by that horrible movie, then I doubt that you have had any true martial arts experience at all.
Like sensei scandal said, you sound very young. It is true that Tai Chi is an excellent martial art to calm and find your center but if you think that if you learn to control your chi you are able to use chi blasts and turn super saiyan and fly, i'm sorry to burst your bubble but that was a movie.
I would suggest you find a more practical martial art before you indulge in Tai Chi.
